11η Πρόσκληση Eurostars 3 – Ευρωπαϊκή Σύμπραξη για τις Καινοτόμες Μικρομεσαίες Επιχειρήσεις
Υποστήριξη καινοτόμων Μικρομεσαίων Επιχειρήσεων μέσω διακρατικών συνεργατικών έργων έρευνας και ανάπτυξης. All funded activities must comply with the National RIS 3. In case of participants falling under category (b) the main part of the project should fall within the categories of industrial research or experimental development or feasibility studies (according to the provisions of art 25 of Reg. EU 651/2014, as amended by Reg.(EU) 2021/1237 & Reg.(EU) 2023/1315). For SMEs funding for innovation activities (art. 28 of Reg. EU 651/2014) may also be provided.
Περιγραφή προγράμματος
Call 11 - Eurostars 3, EUREKA Network. Εθνική συγχρηματοδότηση από τη Γενική Γραμματεία Έρευνας και Καινοτομίας (ΓΓΕΚ), Υπουργείο Ανάπτυξης, για την υποβολή καινοτόμων διακρατικών έργων Ε&Α. The following conditions are provisional and without prejudice to the application of legal rules (legally binding documents), currently under preparation, concerning the terms and procedures for the management of the action at national level.
Σε ποιους απευθύνεται
Επιλέξιμοι είναι όλοι οι ιδιωτικοί και δημόσιοι νομικοί φορείς που λειτουργούν νόμιμα στην Ελλάδα (όχι φυσικά πρόσωπα): ερευνητικοί/διάδοσης γνώσης οργανισμοί (ΑΕΙ, Ερευνητικά Κέντρα/Ινστιτούτα) και επιχειρήσεις κάθε νομικής μορφής και μεγέθους. Οι μεγάλες επιχειρήσεις χρηματοδοτούνται μόνο εφόσον στην κοινοπραξία συμμετέχει ελληνική ΜΜΕ. Έως 2 προτάσεις ανά επιχείρηση / ανά Εργαστήριο-Σχολή-Ινστιτούτο-Τμήμα. Οι δραστηριότητες πρέπει να συμμορφώνονται με την Εθνική RIS 3 και να αφορούν βιομηχανική έρευνα, πειραματική ανάπτυξη ή μελέτες σκοπιμότητας (ή καινοτομία για ΜΜΕ).

Maximum aid intensity per category of beneficiary and type of activity. Industrial/Applied Research vs Experimental development/innovation: Large Enterprises 50% / 25-50%; Medium Enterprises 60% / 35-60%; Small Enterprises 70% / 45-70%; Public Research Institutes and Universities 100% / 100%. Maximum aid intensity for undertakings is calculated according to paragraphs 5,6,7 of article 25 and art. 28 of Reg. (EU) 651/2014, as amended by Reg.(EU) 2021/1237 & Reg.(EU) 2023/1315.

- 2Ανώτατη δημόσια χρηματοδότηση ανά έργο
Upper limit of the total public funding will be 200.000€ per project (including indirect costs). Please note that this amount can be increased to 250.000€ per project if Greek partner assumes the project coordination. The maximum state aid intensity will be calculated according to the provisions of the European state aid rules and regulations in force (type of research activity, size of the participating enterprise, collaborative research).

- 3Ένταση ενίσχυσης – Δημόσιοι Ερευνητικοί Φορείς & Πανεπιστήμια
Public Research Institutes and Universities: the aid intensity can reach 100% for performing non-economic activities in accordance with point 19, article 2.1.1 of the «Framework for State aid for research and development and innovation» (2014/C 198/01).

- 4Ένταση ενίσχυσης – Ιδιωτικός Τομέας (βασικά ποσοστά)
Private Sector: (a) 50% of the eligible costs for industrial research; (b) 25% of the eligible costs for experimental development; (c) 50% of the eligible costs for feasibility studies.

- 5Προσαυξήσεις έντασης ενίσχυσης (industrial research & experimental development)bonus
The aid intensities for industrial research and experimental development may be increased up to a maximum aid intensity of 70% of the eligible costs in accordance with points (a) to (d), where points (b),(c),(d) must not be combined with each other: (a) by 10 percentage points for medium-sized enterprises and by 20 percentage points for small enterprises; (b) by 15 percentage points for effective collaboration (between undertakings incl. at least one SME or in ≥2 Member States, with no undertaking bearing >70% of eligible costs; or between an undertaking and research/knowledge-dissemination organisations bearing ≥10% with the right to publish), or wide dissemination of results, or commitment to make licences available; (c) by 5 percentage points if carried out in an assisted region under Art. 107(3)(c) of the Treaty; (d) by 25 percentage points under specified joint cross-border project conditions (Art. 107(3)(a) gives +15 under (b)(iv)). The aid intensity for feasibility studies may be increased by 10 percentage points for medium-sized enterprises and by 20 percentage points for small enterprises.

Επιλέξιμες δαπάνες
Co-funding source: National Strategic Reference Framework - NSRF 2021-2027. VAT eligibility: Only non-reclaimable VAT is eligible. Funding rates / aid intensity depend on type of research activity, size of the participating enterprise and collaborative research, per Reg. (EU) 651/2014 (GBER) and the Framework for State aid for R&D&I (2014/C 198/01). The project must not benefit from double funding. Indirect (overhead) costs are included within the per-project funding cap.

GSRI potentially supports all private and public legal entities legally operating in Greece (not natural persons), namely: a) Research and knowledge-dissemination organizations (e.g. Higher-education Institutions or Research Centers/Institutes); b) Undertakings (a private and/or public sector unit, regardless of its legal status or size, engaged in economic activity); c) Other entities that will be considered as Research and knowledge-dissemination organizations, if respective requirements are met, or undertakings.

- 4Σύνθεση κοινοπραξίας (consortium configuration)Υποχρεωτικό
Large enterprises receive funding under the condition that in the consortium participates a Greek SME.
- 5Όριο προτάσεων ανά φορέαΥποχρεωτικό
Applicants may submit, if they are enterprises, up to two (2) proposals from the same enterprise in the current call, and for Public research Institutes and Universities up to two (2) proposals at the level of the same Laboratory or School or Institute or Department.
- 6Τεκμηρίωση επιχειρήσεων (business partner)Υποχρεωτικό
Companies (business partner in the project) must provide specific information on the possible industrial and commercial impact of the project to the country and in Europe and justify that they have the necessary means to exploit the project results.
- 7Μη διπλή χρηματοδότησηΥποχρεωτικό
The project submitted for funding must neither have already benefited from public funding nor be redundant or overlap with projects or part of projects already funded.
Κριτήρια αποκλεισμού
3- Φυσικά πρόσωπα
Natural persons are not eligible (GSRI supports legal entities, not natural persons).
- Προβληματική επιχείρηση
An "undertaking in difficulty" (according to art.2 of Reg. (EU) 651/2014, as amended by Reg.(EU) 2021/1237 & Reg.(EU) 2023/1315) is not eligible.
- Εκκρεμής εντολή ανάκτησης
An undertaking which is subject to an outstanding recovery order following a previous Commission decision declaring an aid illegal and incompatible with the internal market is not eligible.
